Résumé : ce papier montre bien que le CAPE n’est pas un think tank consensuel, englué dans le politiquement correct. L’approche de Laurent Coligny, chercheur associé au CAPE, n’est pas forcément la stricte ligne ‘officielle’ du groupe. Mais elle a été considérée comme assez intéressante et différente pour être publiée malgré tout. Cette « Note du CAPE » présente l’émigration comme une réalité pour de plus en plus de jeunes Français, qui va probablement s’amplifier à l’avenir. Summary : This paper is a proof that the CAPE (Center for the Analysis of Foreign Policy in French) is not an usual “middle-of-the-road” think tank. Europe is already full of those institutions, not without a merit but intellectually limited by political correctness. The point of view expressed by Laurent Coligny, Research Fellow at the CAFP/CAPE, does not exactly represent the ‘official’ view of the Center. But it has been considered to be important and innovative enough to be published as a Paper. It shows emigration as a reality for the young generation of French men and women, and also as a chance for a French geopolitical rebirth.
